• The International Finance Corporation (IFC) is the largest global development institution focused on private sector investment in emerging markets, operating in over 100 countries.In Papua New Guinea (PNG), there is no domestic vertical cement production, and the country relies entirely on imports (about USD 12.2 million in 2023 at USD 240-270/ton). Cement consumption is very low (38 kg per capita vs. over 540 kg globally), indicating strong unmet demand and investment potential.IFC-s client previously completed a feasibility study in 2019 for a 1.65 Mtpa integrated cement plant near Port Moresby. Since then, key changes have occurred in market conditions, infrastructure, and project design — including relocating kilns closer to limestone sources and shifting focus from exports to primarily serving the domestic PNG market. IFC is now seeking a technical partner or an EPC contractor to engage in an advisory capacity to: review and update of the existing feasibility study (DFS) which was prepared in 2019, and strengthen the technical, cost, and implementation assumptions, with the aim of bringing the project to a stage where it is robust, bankable, and well-positioned for a future EPC tender process. The technical partner is expected to provide technical inputs, validate key parameters, and help ensure that the study reflects current market standards, technologies, and costs. Important to note that this advisory support does not guarantee an EPC contract; any future EPC contracting would be considered at a later stage by the project sponsor through a separate process. The assignment is expected to start immediately and be completed within 3-4 months.
